1940年、ナチスドイツ軍がフランスに迫る中、ポルトガルの外交官アリスティデス・デ・ソウザ・メンデスは、ボルドーの領事館で大量の難民（主にユダヤ人）にビザを発行しました。

彼は「I could not have acted otherwise.（私は他に選択肢がなかった）」と語り、生涯後悔しませんでした。しかし、政府の報復で職を失い、財産を没収され、貧困のうちに亡くなりました。
